What percentage of Indians have a broadband connection? I'm sure it's there in the cities, but in doing an actual redesign of this site it would be important to research the capabilities of the computers that will be accessing it, keeping in mind that a government site doesn't have the option of leaving out the bottom 3% of users. That being said, this was a decent illustration of the principles of the article. Thanks!
